As main contractor Russell Roads role included clearing the site, earthworks, road construction, asphalting and ducting as well as management and supervision of all sub-contractors for the completion of the project, including street lighting, sewer and storm water, kerb and channel construction, construction of cenotaph steps and rock inserts, paving, street furniture, planting and irrigation, road marking and signage.
